ARTICLE 1 - Purpose:
1. Understanding that the limited size of the Domicilian Legion calls for a simpler, more efficient, and more direct approach to military structure.
2. Thus stating that there will be only three levels of authority in the Domicilian Legion: Legate > Decurion > Munifex.
ARTICLE 2 - The Legionaries:
1. That any Citizen or National of Domicilium may volunteer to join the Domicilian Legion.
2. That barring appointment to the rank of Decurion by the Legate, all volunteer nations will fall under the level of Munifex.
3. That all Munificis must follow orders issued to them by their assigned Decurion or by the Legate.
4. That under no circumstances do Munificis have the authority to defy orders or attempt to issue orders to another Munifex.
ARTICLE 3 - The Decurions:
1. That any nations who have volunteered as a Munifex may be appointed to the position of Decurion by the Legate.
2. That each Decurion shall command a squad of Munificis no greater than ten men in size, excluding the Decurion.
3. That Decurions are responsible for the attendance, punctuality, ability, and behavior of his squad.
4. That all Decurions must follow orders issued to them by the Legate.
5. That under no circumstances do Decurions have the authority to defy orders from the Legate or attempt to issue orders to another Decurion or the squad of another Decurion.
6. That each Decurion may promote only one Munifex to the Rank of Decanus, and that the Decanus may assume the role of his Decurion if the Decurion is inactive for 24 hours after a Declaration of War or Peace is issued.
ARTICLE 4 - The Legate:
1. That the Magistrate for Defence of Domicilium shall serve as the Legate of the Domicilian Legion.
2. That the Legate may appoint and command Decurions, and is allowed to command Munificis in the absence of their assigned Decurion.
3. That the Legate is responsible for the attendance, punctuality, ability, and behavior of the Decurions.
4. That the Legate may also command the Frumentarii.
5. That the Legate may commend Legionaries by awarding them the Titles of Imperator or Augustus.
6. That while the Imperator and Augustus Titles denote great honour, they serve to provide no authoritative power whatsoever to the recipients.
7. That the Legate may promote only one Decurion to the Rank of Optio, and that the Optio may assume the role of the Legate if the Legate is inactive for 48 hours after a proposed or ratified Declaration of War or Peace.
ARTICLE 5 - The Frumentarii:
1. That the Frumentarii consist of the Domicilian Guard and the Domicilian Istarius Corps.
2. That all WA nations residing in Domicilium are required to serve in the Domicilian Guard, and all WA Citizens and Nationals in Domicilium have one week to register with the Legate and receive orders after an invasion risk has been announced.
3. That the members of the Guard cannot be deployed outside of the region unless they are also members of the Legion.
4. That the members of the Guard must remain in or return to Domicilium and endorse the Consul when an invasion risk has been announced, or when ordered to by the Legate, unless they are members of the Legion and are stationed in another region.
5. That the Domicilian Istarius Corps be a group of not more than 15 members of the Military, who are handpicked and commanded by the Legate.
6. That the Istarius Corps may be deployed to any region at any time by the Legate without consent of the Consul, Council of Magistrates, or Senate.
ARTICLE 6 - The Declarations of War and Peace:
1. That any Legion deployment or withdrawal involving more than the legally allowed 15 members of the Istarius Corps requires a surreptitious vote by the Council of Magistrates, including the Consul, or the issuance of a Lex of War by the Senate.
2. That a proposal of war or peace be written in the fashion of a bill, explaining the circumstance, providing a reason, and specifying the action intended.
3. That the Legate must issue orders to the Legion according to the result of the Lex or Council Vote.
ARTICLE 7 - The Legionary Justice Clause:
1. That Munificis may refuse to act upon orders they believe to be unconstitutional or otherwise illegal, provided they provide a formal Declaration of Defiance, via telegram, to both their respective Decurion and to the Legion, citing the order they are refusing to act upon, and the reason why they believe the order to be unconstitutional or otherwise illegal.
2. That should the Legate find the explanation in the Declaration of Defiance to be inaccurate, incomplete, invalid, or otherwise unsatisfactory, he may request a hearing in which a Judge interprets the constitutionality and legality of the order in question
3. That if the order is determined constitutional and legal by the Judge, the Munifex must obey the order with no exceptions.
4. That if the Munifex fails to obey the validated order, the Legate may seek to court-martial the disobedient Munifex. If the Munifex is found guilty through a typical criminal trial, the Munifex will face some sort of sentence, the variety of which shall be chosen by the Legate, and the duration of which shall be chosen by the Judge.
5. That possible sentences include, but are not limited to:
RMB Ban, minimum 3 days,
Political Ban, minimum one term (from beginning of one election to the beginning of another, does not effect current term), or
Regional Ban, minimum 30 days,
6. That Majors must ALWAYS pass down orders from the General to their squad, but Majors who (after passing down a required order) wish to disobey an order, shall be demoted to Enlisted rank in order to be brought into accordance with the above law.
7. That while unconstitutional or otherwise illegal orders may be disobeyed through the above procedure, any active attempt to undermine the Domicilian Legion or any attempts to commit actions that conflict with orders may be met with court-martial.
